2018 Budget Continuing Resolution and ELD Delay – Clarification from FMCSA

In the wake of the 2018 budget extension, which also extends the livestock hauler ELD delay, drivers are suggested to carry a print out of the statement from FMCSA found here: https://www.fmcsa.dot.gov/hours-service/elds/regulatory-guidance-transportation-agricultural-commodities-including-livestock. The statement indicates that “transporters of livestock and insects are not required to have an ELD at this time.  This statutory exemption was extended through December 7, 2018, by the continuing resolution and will remain in place until further notice. Drivers do not need to carry any documentation regarding this exemption.” The Agency sent out a reminder of the ELD delay to carrier enforcement across the country on October 1, but is possible drivers will meet resistance at roadside if they encounter officers who have not received the reminder.
